Olmsted County Criminal Convictions - Year to Date (2008)

The latest criminal conviction data for Olmsted County (Jan 1-Mar 31, 2008) shows some expected results, and has a few surprises.
As is normally the case, convictions in Olmsted County, and also through the state of MN, have convictions for Driving While Impaired topping the charts at 224 (36.4%). Trailing behind that is the various types of drug charges (1st through 5th degree) combined at a total of 67 convictions (10.8%), and Domestic Assaults coming in 3rd with 39 (6.3%).
(*Note* These numbers came from roughly generalizing some of these categories together to get an overall picture. See specific data below)
What did surprise me was already this year we have had four convictions for Criminal Vehicular Homicide and thirteen for Criminal Vehicular Injury. Perhaps these are more typical than I realized, but I certainly didn’t expect it.
Then there was the various “Tampering with a witness”, “Solicit Juvenile”, and “Escape from Custody” thrown in just to make things interesting.

Theft
- An Anhydrous tank at the 6400 block of Highway 14 East in Marion Township had been tampered with and Anhydrous Ammonia was taken.
Suspicious Circumstances
- A padlock was missing from a door and a window was broken at the 4200 block of Highway 63 North.
- A loud noise was reported being heard and a vehicle with several people at the 1200 block of Harbor Drive S.E., Rochester. The individuals scattered from the location. The vehicle has several windows broken, a tire was blown out and what appeared to be numerous gun shot marks.

- Entry was gained and a cash drawer was taken from the business located at the 800 block of the Frontage Road N.E. in Byron.
- Forced entry was made to a garage located at the 300 block of 5 Avenue S.E. in Dover. Taken was a racing dirt bike and racing apparrell valued at $7,000.

- A blue and silver Yamaha ATV was taken from an unlocked shed at the 11000 block of Highway 52 S.E in Orion Township.
- A red and block motorcyle was taken from an unlocked shed at the 16000 block of 70 Street S.E., from Elmira Township.
- A digital camera, cell phone and a checkbook was taken from unlocked vehicle located at the 500 block of 4 Avenue, S.E. in Stewartville.
Damage to Property
- A side mirror was damage on a vehicle at the 200 block of 9 Street, N.E. in Byron.
- A vehicle window was broken on a vehicle at the 600 block of 3 Avenue N.E. in Byorn. Nothing was reportly taken from the vehicle.
- A rear window was broken on a vehicle at the 700 block of 1 Avenue N.E. In Byron. Nothing was taken from the vehicle.

Crime Incident Frequency Compared Across Rochester

There are preconceived notions that certain quadrants of the city are more prone to crime than others. Just by looking at random newspaper articles and viewing bits and pieces of information sometimes you can come to conclusions which are valid, or quite invalid but appear accurate to the naked eye.
I decided to take some raw crime data and analyze the different quadrants of the city to see what the real dispatch calls for service would show and how it compared to peoples current judgments.
Here is a chart I developed, using Rochester Police Department calls for service from January 1, 2007 through June 30, 2007, and also in parenthesis compared the numbers to the same six month period one year earlier. I separated the calls based on reported addresses, and excluded for clarity any address direction that did not conform to the set of “NW”, “NE”, “SW”, “SE”. A certain small segment of addresses with just “N”, “E”, “S”, or “W” were excluded because of this filter, but I believe the chart is still relevant and shows accurate trends.
Also keep in mind, this is just showing you numbers, but higher numbers don’t always mean worse crime is happening. Higher numbers of calls for service may also be an indication of neighborhoods in that area taking their neighborhood watch duties seriously and reporting perhaps more incidents than a different neighborhood which may not report as much suspicious activity. This information is provided as-is, allowing you to take it and form your own educated opinions.

An observant reader commented to me that the above numbers are hard to put into perspective without a population frame of reference for each section of the city. This is a very good point! So, I have gathered the population numbers from online census estimates for the year 2005 (about the best I could find).

Burglary
• A resident in the 500 block of 23rd Street NW in the City of Stewartville reported a unwanted guest/intruder. Mark Edward Smith was arrested for 1st Degree Burglary, 1st Degree Criminal Damage to Property, Gross Misdemeanor Domestic Assault, 5th Degree Assault and Trespassing.
• A resident in the 2000 block of Lark Lane in the City of Stewartville reported an assault. Cheryl Ann Reynolds was arrested for Felony Strangulation, 1st Degree Burglary, 1st Degree Criminal Damage to Property & 5th Degree Assault.
• A burglary was reported in the 12000 block of US Hwy 63 North in Farmington Township. Copper and fixtures were taken from the residence. The loss is still being determined.
• A resident in the City of Eyota reported a burglary. The loss is estimated at $300.

• Oronoco Estates in Oronoco Township reported identity theft. A person completing an application used a social security number of a deceased male.

• Rainbow Play Systems located in Cascade Township reported a theft. Approximately $280 worth of accessories were stolen.

• A Rock Dell Township resident reported the theft of a 1989 Chevrolet pick-up. The truck and contents were valued at $3100.

• The glass door was broken by a landscape rock and entered was made to the Meadow Lakes Golf Course. Approximately $200 was taken in liquor and there was $350 in damages to the door.
Theft
• Construction tools were taken from a house under construction at the 5400 block of 135 Street, N.E. in Farmington Township. Taken was a Craftsman Air Compressor and blue hose, electric cords, garden hoses and wrenches.
